Q.No.1. According to the data, the percentage of trained teaching force in Nepal is very high. Despite this fact, the achievement of students, is not satisfactory. As an ELT expert identify the problems regarding English language teaching in the secondary level and suggest practical measures to be adopted for the betterment. 5+5=10 (TSC 2070)

‪#‎Ans‬: It is true that the percentage of trained teaching force in Nepal is very high but the achievement of students is not satisfactory. As we can see the result of SLC in different years, many students are failed in different subjects. Not only in English but also in other subjects, the students are failed. We can clearly

observe that more students are failed in villages than in towns. Likewise, more students are failed in remote areas than in accessible ones. So it equally effects from one geography to another, from monolingual student to bilingual ones.
It should not be blamed that ELT is not only responsible for bringing high failure rates in SLC but also other teachers should take responsibility for the high failure. We can observe clear difference between the percentages between private schools with those of the public ones. Although there are less qualified and experienced teachers in private schools, the result is good. Moreover, they are untrained but they teach with their full efforts. The monitoring system in private schools is very effective. Thus, the teachers work very carefully with their full interest. Otherwise, they will be terminated from their post.

In public schools, a teacher takes teaching as a time passing activity. She/he does not teach to bring changes in a student’s life. She/he teaches just for his salary. It seems that the government does not also have a farsighted vision in education. The teacher service commission becomes useless. Most of the teachers in public schools are appointed through political power rather than their interest, experience and qualification. There is a lack of effective monitoring. Almost all the teachers do not obey their head teacher. At the same time, the head teacher also do not evaluate the teachers fairly. In addition, the teachers do not use the knowledge of training in the classroom. They attend the training just for allowance and promotion. There are the least teachers who always go to the class with the teaching materials. CAS in lower classes also becomes meaningless. The evaluating system of the students is also found ineffective. The suggestions can be adopted:
a) a teacher must be dutiful, sincere, dedicated, responsible, loyal towards his/her profession,
b) there should be effective monitoring,
c) there should be regularly/yearly vacancy for the teacher appointment,
d) proper use of teaching materials,
e) facility of resourceful library,
f) there should not be political influence in education.
The most important thing is that the teacher must be sincere in his/her duty more than other cases, then only we can see satisfactory achievement in secondary level.
